Egypt launches a solar desalination tender for five CSP projects

All of Egypt has a much higher solar resource for concentrated solar power than most regions. Its DNI is at least 2000 kWh/m2 even along the northern coast, making this ideal for 100% solar desalination with CSP.

According to Fady Elsayed Senior Project Development Manager, Southern Africa, at Infinity Power, the Egyptian Government has launched a tender for five concentrated solar power plants on the north coast:

“The Egyptian Electricity Holding Company (EEHC) has launched a tender for the construction of five concentrated solar power (CSP) plants to power water desalination plants on the north coast, according to an EEHC document (pdf). The plants are expected to require USD 270 mn of investment and will be established under a 25-year build-own-operate (BOO) contract. Bidders need to purchase tender documents at a cost of USD $500 by 30 August, and should submit their offers by 12 pm on 27 September.

The specs: The power generated will be connected to the national electricity grid and purchased by the Electricity Ministry, Al Mal reports, citing sources at the ministry. The plants will have a combined capacity of 250 MW and will help desalinate over 400k cubic meters of water per day.”

In alignment with the Ministry of Electricity and Renewable Energy’s initiative to maximize and develop the utilization of green energy sources, the Egyptian Electricity Holding Company invites experienced entities to compete for the establishment and operation of five CSP stations for electricity generation connected to a private grid and the production of drinking water on the northwest coast using the BOO system for a duration of 25 years. The company invites interested entities to submit letters of intent, including their estimated tariff for the sale of electricity and drinking water.

Documents related to the process can be obtained from the office of the General Manager of Purchases and Stores at the Ministry of Electricity and Renewable Energy Building, Administrative Capital, 2nd floor, with an officially stamped and approved authorization letter, starting from August 17, 2023, until August 30, 2023, for a fee of $500 payable to the company’s treasury in cash or by an acceptable check.

All proposals must be submitted by noon on September 27, 2023, at the mentioned address.

More than six consortia have expressed interest in the tender issued by the Egyptian Electricity Holding Company (EEHC) for the establishment and operation of five solar power and water desalination plants along the North Coast of Egypt, reports Zawya.

The EEHC’s tender falls under the build-own-operate (BOO) framework, with a contract duration of 25 years, as disclosed by a government official in a statement to Asharq Business on September 7th.

The deadline for the submission of bids is set for September 27th.

Among the prominent consortia participating in the tender are ACWA Power, Scatec, Toyota, Engie, Amea Power, and Aqualia, according to the same source.
